You could try Final Cut Express or Adobe Premiere Elements. Both would have strong tool sets than iMovie (any version). But unfortunately both are pay programs, and not super cheap. But they would do the job.

You could also upgrade to iMovie ’09. Again you do have to pay since you’re not getting a new Mac. But it has brought back those features apparently.

But if you must try and do it up free, what you need to do is do some Googling and see if you can find a version of iMovie HD (aka iMovie ’06). This can do the effects you want. So you take those few video clips into iMovie HD, adjust the speed, export them out, and then finish your editing in iMovie ’08. You can install both at the same time. If you really want it free you’ll have to dig around to find this link as Apple no longer has it on their web site (when iMovie ’08 came out they had it up, but they took it off with the release of iMovie ’09).
