    If you’re talking about the absolute best, disregarding price (which I assume given your lack of specifics):

    HD Video: Adobe Premiere Pro CS4 (along with Adobe After Effects CS4).

    For PC only, with use for film or digitized film: Avid Media Composer 4.0

    For Mac only, HD and SD quality only: Final Cut Pro.

    As for audio, you’re not going to want anything other than a multitrack editor. Audacity is the bottom of the barrel, although it’s good if you want a quick cut. Soundbooth from Adobe is almost as bad but it’s a step up. Really you’re looking at Pro Tools.

    When it comes to Audio editing software I’d go with Audacity too, very good tool and completely open source as well.

    What is ‘the best’ is a very subjective question.

    For video editing if you are on a Mac the best is probably Final Cut Pro. If you are on a PC the best is probably Adobe Production Suite. This also has the Adobe Audition sound editor. For stand alone sound editing you would be looking at something like Protools. These are also the most expensive

    If you want something cheaper the equivalents are Final Cut Express and Sony Vegas for video.

    But there are numerous free editing tools for video.

    If you are on a PC there are the following:

    1) Jahshaka
    Jahshaka is a free multi-use offline editing tool. Although it is still fairly new on the market.

    2) T@B ZS4
    T2B ZS4 is a free video editing and compositing tool from Zwei-Stein. Its not for everyone, but it could be for you.

    3) Wax
    A free tool with powerful editing and compositing abilities.

    4) Video Spin
    Video Spin is the free video editing tool from Avid/Pinnacle.

    5) Vivia
    Vivia is a basic editing software which is currently being developed and is in Beta testing. If you are using Linux or Windows you might want to check this out

    6) Avidemux
    One of the more stable and complete free tools available.

    7) Blender
    Blender is a powerful, multi-use editing/compositing and modeling tool. It’s one of the best on the market and it’s free.

    8) Movica
    A tool to deal with MPG and flash video. It’s simple, it’s powerful and it’s free!

    Generally speaking, unless you are only doing very basic things you may need more than one tool to create your final vision. I would recommend something like Avidemux or even Blender (If your after something very powerful and free)
