Can you recommend a simple, easy to use, cheap video editing software for Windows XP?

I have a Panasonic miniDV video camera. It can export the video via Firewire. I’d like to take my home movies and move them to the computer, and do some very light editing and then burn them to DVD.
Can you recommend a good video editing software to do this. My 3 criteria, in order of importance are:
1. Simple to use. I don’t need a lot of features.
2. Cheap! Free being better.
3. Burns good quality video.
